Estimating Manager

Position Summary: Bollinger Shipyard is in search of an Estimating Manager to lead the Estimating Department at their Pascagoula, MS location. Reporting directly to the Vice President of Supply Chain Management and Pricing, the manager will play a key role in providing accurate, Department of Defense (DoD)-compliant cost estimates, which are foundational to the organization’s success.

Key Responsibilities:

• Lead the Estimating Department to drive high-quality and compliant cost estimation processes.
• Develop and implement standards and methodologies for precise and DFARS-compliant estimates.
• Analyze projects, specifications, and performance data for labor, materials, and overhead costs estimations.
• Review, analyze, and approve proposals and budgets for accuracy and strategic competitiveness.
• Stay updated on industry and market trends to improve estimating practices.
• Collaborate with internal stakeholders, manage expectations, and communicate effectively throughout the proposal process.
• Conduct financial analysis to ensure bid profitability and competitiveness.

Qualifications:

• Expertise in cost estimation, forecasting methodologies, and DFARS 252.215-7002 requirements.
• Leadership skills with experience in managing high-performing teams.
• Strong analytical skills and attention to detail.
• Effective organizational, communication, and interpersonal skills.

Education, Experience & Training:

• Bachelor's degree in Business Management, Finance, Industrial Engineering, or related field.
• Minimum of seven years of experience developing complex DoD-compliant cost estimates.
